The head of state noted the importance of a conversation in which everyone participates — the people, the authorities, representatives of the Belarusian, international media community, experts in various fields. “Everything that will be said in this hall today will become the basis for the preparation of an important event for the country — the annual Presidential Address to the people and parliament. We have to give an objective assessment of the most debated topics that are of particular concern to society. So, they require open discussion, — Alexander Lukashenko pointed out. — Therefore, we are meeting on the air to speak frankly. And on individual issues we need to fill the lack of reliable information, the flow of which falls on each of us.”

Putin and Russia have no intentions to absorb Belarus

«No habits from the President of Russia that Belarus should be incorporated or incorporated into Russia, I have never heard. There is no intention for a huge country to swallow Belarus, ”said Alexander Lukashenko.

The President of Belarus considers it necessary to establish a more effective work of the two countries in the framework of the Union State. “If we do not remove the problems of the Belarusian-Russian relations, we shouldn’t even talk about any global goals, about unification. For the time being, the leadership of Russia, above all the government, is not ready to take this path, ”said Alexander Lukashenko.

Belarus has never been a freeloader of Russia and will not be

“Stop accusing us of being an accomplice. When people hear this, especially I, a proud person, I don’t want any unions, ”said Alexander Lukashenko.
According to the President, Russia issued a loan to Belarus for the construction of a nuclear power plant at 4.8%, and to Vietnam — less than 3%, to Armenia — also less than 3%. «Why? — asked the head of state. — Recently, we returned to Sberbank of Russia a loan, which was issued on bail of Belaruskali at 9%. We tried to agree: time has passed, interest has fallen. Let’s agree on the terms that our “western” loans to our “enemies” give out — at 2%, or China — also at 2%. “For whatever question you take, wherever you throw, there is a wedge everywhere. Both the specialists and the leadership of our country know this, but we don’t immerse the people in it. These are our questions, we need to solve them, they lie on the surface, ”he continued.

Russian government needs to stop lobbying oligarchic clans

The head of state noted that Belarus supplies its best food products to Russia. However, in Russia, the pressure of certain groups is high, and supplies are blocked. “We need to stop the Russian government from lobbying these clans, in which big business has grown together with the authorities and pushes its questions, blocking our relations in the union. But in all the documents it is stipulated that we have a common market and we must trade freely, ”stressed Alexander Lukashenko.

Currently, 11 dairy enterprises and 7 state-owned meat processing plants are completely closed for delivery to the Russian market, and 13 dairy enterprises are partially closed. “We, understanding that you treat us on the border so fundamentally, in general we supply the best on the Russian market that we produce so that we are not presented with claims,” the President informed.

Belarus will not take money for deployed Russian military facilities

There are two Russian military facilities in Belarus. Russia does not pay the Belarusian side for their placement. Just a year later, we must conclude a new agreement. “We will not take a penny from you, even if you do not regulate the tax maneuver, let you have this money. But we will not take a penny from the bases, because this is our common security, ”said Alexander Lukashenko.

At the same time, the head of state pointed out that when the question is being discussed of giving Belarus a leverage in terms of certain types of weapons, the Russian side says that this is expensive and impossible. To which I said publicly: “Do you want me to buy a Kalashnikov assault rifle from you to protect you? If you have more opportunities, support the Belarusian army now. ” In the end, we made a decision, we will buy what we can do, I mean planes, ”the President noted.

The head of state noted that there is an information war in the world. “God grant that it does not become hot,” said Alexander Lukashenko.

Belarus should be able to resist this war using various methods. “We will improve the concept of information security. We see the problem and solve it today. We will review the concept and toughen you to understand in which direction the authorities will act, especially on the eve of the presidential and parliamentary elections, ”said Alexander Lukashenko.

Possible placement of missiles in Ukraine is a disaster

“We must understand that Russians cannot allow these missiles to be placed there,” the President said. — We are absolutely united with the Russians. Therefore, in no case should Ukraine take steps in this direction. ”

It is not the first time that the President of Belarus expresses concern over the possible deployment of short- and medium-range missiles in Europe. As head of state, he is primarily concerned in this regard for Belarus.

China always exposes the shoulder of Belarus

The head of state noted that support is mutual. “There was no question with which I would appeal to the leadership of China, and it was not resolved,” said Alexander Lukashenko.

Chinese specialists familiarized themselves with the work of Belarusian enterprises and obtained the necessary certification of products for deliveries to the PRC. “And we were able to supply milk, then beef, poultry,” the President noted.

He also spoke about investment cooperation with China, which he built in

EEU begins to become more and more politicized

The President drew attention to the huge number of exemptions in trade relations and the non-execution of the decisions taken themselves within the EAEU.

Speaking about the future chairmanship of Belarus in the EEU, the President noted that he does not particularly count on any kind of breakthrough, since all decisions are taken there by consensus. Therefore, it is unlikely that something depends on the position of one state, even the largest one, if at least one state is against it. And the current trend does not give much hope, he added.

Some states have developed relations before the creation of the EEU. “There are many problems, so you should understand that we will act strictly according to the agreements and agreements concluded, we will try to promote and push deeper integration, as far as possible, not only because we are attached to such integration, but also it is in our favor, ”the resident concluded.

The head of state also spoke on the reduction of housing construction in Minsk and the development of satellite cities. “This year and next we will pay more attention to this,” he said, adding that such decisions are not simultaneously made and implemented in one year.

But in agriculture we have solved the main problem: we don’t walk with an outstretched hand and don’t ask for a piece of bread for the people, ”said Alexander Lukashenko.

The President noted that all projects implemented in the country are under his control. “We have no lobbyism: I came, the door to the Ministry of Finance opened with my foot, and they gave you money. It is excluded. Each project is approved by the President. Yes, the load, yes, maybe a non-presidential affair, but where to go. The main thing for me is that there should be a result, so that the economy of this or that enterprise will stand on its feet. And I see the result, ”the head of state emphasized.

Belarus needs a national idea that all the people will support

“We still could not clearly articulate the national idea. Such an idea that would capture all the people. All that I was offered (patriotism, sovereignty, independence as a national idea), something beaten. I would be overly grateful if someone formulated this idea and convinced me that this is what is needed, ”said Alexander Lukashenko. He also proposed to define the form of discussion by the Belarusian society of the national idea, so that it would fit the whole nation.

The President also noted that new forms of ideological work are needed, for example, flash mobs, which should be aimed primarily at young people.
Alexander Lukashenko drew attention to the need to develop fundamental directions of ideological work. He also stressed that if a new form of such work appears in the country at the level of the head of state, it must be done so that it becomes a tradition. “It will be our Belarusian so that children can be left,” the President added.

In March-April, a decision will be made on the timing of the parliamentary and presidential elections.

“I swear to you: even if the situation is the hardest, I will never manipulate public opinion to pick up a certain moment and push myself into power,” said Alexander Lukashenko. According to the President, these important political events will be an examination not only for him. “Everyone will take the exam and report back to the people,” said Alexander Lukashenko.
As the head of state noted, he has reason to be sure that the authorities will withstand this exam with dignity. “I promise that everything will be fair and competitive. But if I see that some of the politicians will bet on the destruction of the country and stability, which is, I will answer, ”said the President.

The president is inclined to think that we will have to adopt a new constitution.

“This should be done not based on the opinions of the judges of the Constitutional Court, not focusing on the opinions of a group — we generally need to see the country, the people, know that you have children, grandchildren, that they have to live, worry about it,” said Alexander Lukashenko.

The President explained that the judges of the Constitutional Court will deal with these issues, since, in his opinion, they are the most competent and experienced specialists, lawyers.

“You will agree that, after all, much will depend on me: what kind of a Constitution it will be,” said Alexander Lukashenko.

“It may be necessary to strengthen other branches of government — executive, legislative.” Maybe something will have to be done after a serious analysis on the electoral system.

At the same time, the President said: “I swear to you that this Constitution will not be“ pushed through ”, it will not be adopted unceremoniously, with my interest. Everything will be absolutely honest, because I will be the most interested person in that it was good then, so that if I am personally concerned, they would not throw stones at me with sticks and stones. ”

Nobody bothers anyone to privatize enterprises in Belarus

At the same time, the head of state emphasized that there is a certain mechanism: first you need to coordinate your proposal with the enterprise itself, then with the local authorities. After the government will make its proposals to the President.

“Nobody in Belarus bothers to get even the collective farm Radoman (SEC“ Agrokombinat Snov ”), and he will not even be against it. But we must immediately come to him, to the work collective (such an order), then the local authorities will say their word, then the government will make a proposal to me, ”the head of state explained. At the same time, he stressed that, having certain plans for the privatization of a particular economy, a businessman should present a clear business plan.

Considered in Belarus possibility of amnesty capital

“We are studying this problem. We will consult now with our businessmen and businessmen. I have this topic on the table, ”said Alexander Lukashenko.

The head of state explained that the decision would be taken weightedly, depending on the potential positive effect. The specific scheme of capital amnesty in Belarus has not yet been worked out. But if the decision to conduct it will be made, then on favorable terms for business, no worse than in Russia.

Family support measures

“In the near future we will make decisions. They should be unprecedented, — said Alexander Lukashenko. — The main thing is housing. If the third child was born and you conditionally receive an apartment for free from the state, I think they will give birth. ”

Alexander Lukashenko considers having a large family the only salvation for the people, especially in the light of the declining birth rate that has seized the whole of Europe. Even in multinational Russia, where the traditions of large families among different nationalities are strong, this tendency is still visible.

The head of state drew attention to the fact that pensioners in Belarus, Russia and Ukraine have similar problems related to the size of pensions. “Of course, small pensions. We’ll keep thinking. This problem is on the agenda, ”said Alexander Lukashenko.

The native language distinguishes people from other nations, so it must be supported

“Language is what distinguishes us from Russians and from others, it is a sign of any people,” said the President.

“For me, Belarusian Mova is my native language. Same as Russian. Russian is our language, ”said Alexander Lukashenko. He stressed that he does not want to oppose two languages, both of them are native to Belarusian citizens.

Alexander Lukashenko stressed that there were debates on the state language issue in the republic, and a compromise solution was found.
The President also expressed an opinion on the proposal for the preparation of normative legal acts in two languages.
